The study involves the preparation of an Education
Development Plan for the Turks and Caicos Islands for the
period 2006/2010. It also involves making recommendations
for a more effective and efficient Ministry of Education.

Teacher Education Management and Professional Support
– Government of the Republic of Malawi, Ministry of
Education, Science and Technology
The consultant was required to determine the type of
teacher Malawi needs to meet its needs and what type of
programme can best meet those needs; determine the type of
policy Malawi should adopt or develop for teacher production
and development, deployment and support, remuneration and
incentive packages, conditions of service and career path;
develop an effective and reliable EMIS to facilitate the
development of a teacher education strategic plan and
prediction of teacher numbers needed during the plan period
and beyond; and develop coherent and professionally sound
teacher education programmes at both the primary and
secondary education levels.
Consultant, “Youth at Risk - Poverty Assessment
Programme in Grenada” – Government of Grenada and World Bank.
Consultant was involved in the setting of standards and
guidelines for use by the Ministry of Education in planning
the design of learning spaces; the development of a
prototype master plan of a model secondary school; the
design of a template for use by the Ministry to provide
brief instructions to architects, engineers etc; and provide
specific requirements for each major building component as
it relates to their sustainability to withstand the
particular peril(s) to which they shall be exposed.

Approach to Personal Development – University of the West
Indies (UWI), Tourism and Industrial Development Company (TIDCO)
Trinidad and Tobago, Water and Sewerage Authority of
Trinidad and Tobago (WASA).
This training programme was aimed at addressing the
leadership challenges arising in rapidly transforming
economies, and in so doing creating more responsible
behaviour in the private and public lives of participants.

The consultant conducted a workshop designed to equip loans
staff with the fundamentals of lending and credit

The consultant conducted a training programme designed to
expose and equip non-financial managers with the
fundamentals of financial management including cash
management, budgeting, internal control procedures,
financial statement analysis and asset management.
Trinidad and Tobago Labour Market Analysis:
Post-Secondary, Technical and Vocational Education and
Training Secondary Education Programme – Inter-American
Development Bank
The consultant analysed the labour market in respect of
Technical/Vocational Education, and the training of
graduates at secondary and post-secondary levels; updated
the previous labour market analysis of Technical Education
graduates in Trinidad and Tobago; and identified options for
management, governance and financing of post-secondary
Technical and Vocational Education and Training in Trinidad
and Tobago.
Ministry of Education Retraining Programme – National
Training Board, Government of Trinidad and Tobago
This programme was a retraining exercise for unemployed
persons in an attempt to prepare them for return to the
workplace. Consulting work involved the conduct of training
programmes in the areas of “Attitudinal Development”, “Job
Search” and “Start Your Own Business”.

The consultant conducted a training programme covering areas
of money management, personal budgeting, expense control,
cash management, savings and investments, borrowing, and
debt management.

The consultant conducted a training programme designed to
expose and equip non-financial managers with the
fundamentals of financial management including cash
management, budgeting, internal control procedures,
financial statement analysis and asset management.

The consultant conducted a training programme designed to
facilitate a clearer understanding of the various tasks
involved in financial accounting.
