Project for the Implementation of the Convention to
Combat Desertification – Situational Analysis and
Development of a National Action Programme, Ministry of
Public Utilities and the Environment, Trinidad and Tobago
The consultancy involves the conduct of a Situational
Analysis on Land Degradation and the development of a
National Action Programme which identifies the factors
contributing to desertification/land degradation in Trinidad
and Tobago and develop practical measures to combat these
factors.
Socio-economic Assessment of the Southwest peninsula
of Trinidad and Tobago – Petrotrin-Trinmar, Trinidad and
Tobago
The consultancy involves the conduct of a social survey
of the area, which will be used in the development of future
Environmental Impact Assessments.
Environmental Impact Assessment on the CDC
Multi-purpose Development – Epitome Lodging and Gourmet
Enterprises Limited and Coastal Development Company Limited
The consultant was required to write a report documenting
the outcome of the Public Participation and Consultation for
the Environmental Impact Assessment (EIA) on a
nature-oriented resort being proposed by Coastal Development
Company (CDC) along the North Coast Road, Trinidad. The
consultancy included identifying the public and private
stakeholders based on their proximity to and the interaction
with the proposed development area, and their roles as
public regulatory agents and policy makers and statutory
authorities; seeking the assistance of stakeholders in
providing information appropriate to the proposed
development and seeking their inputs into the feasibility of
proposed project activities; and identifying issues and
mitigation measures for any potential negative impacts.
Management Plan for the North Eastern Side of Tobago –
Government of Trinidad and Tobago and the European
Commission
The project aimed to regulate, through a Management Plan,
an economical development to preserve the natural heritage
in the area, enhance the value of environmental resources
and boost local existing activities, to promote the
equitable distribution of the benefits of both environmental
and human existing resources, and to train local authorities
and institutions in planning matters and procedures. The
consultant was subcontracted by EDG Consultants Limited to
act as the local coordinator of the project, providing
technical and in-country logistical support, and the
production of the thematic and management plan maps.
St. Joseph Estate Resource Evaluation Study – Fred
Chin Lee & Associates, Trinidad
In order to allow development of the St. Joseph Estate,
the consultant conducted an evaluation study on the Estate
to fulfil part of the requirement process for outline
approval by Town and Country Planning. Objectives of the
study included examining a detailed description of the
proposed project, conducting a baseline resource evaluation
study that entailed the collection and assessment of data on
the environmental characteristics (including socio-economic
features) of the site, and preparing a report detailing the
design concept of the proposed development and the findings
of the baseline study.
Innercob Final Planning Approval Project for Innercob
Industries Administration Building, Ethanol Manufacturing
Plant, Recycled Paper Tissues Plant and Glass Manufacturing
Plant – Innercob Industries (T’dad) Limited
The consultant assisted the company in work related to
the completion of four development projects in Trinidad.
This work included the assessment of environmental impact
statement reports; review of the designs of facilities,
services and construction manuals for each development
project to determine consistency with project proposals and
Town and Country Planning Division (TCPD) requirements;
preparation and submission of documentation for final
planning approval; and liaising with TCPD to provide
additional information or elaboration as required.
Development of Land Use Plan and Development Proposals
for the Local Area of Curepe/St. Augustine/Tunapuna/El
Dorado/Tacarigua – The Urban Development Corporation of
Trinidad and Tobago Limited (UDeCOTT)
In preparation for the formulation of a local area plan
and development proposal for Curepe/St. Augustine/Tunapuna/El
Dorado/Tacarigua area, the consultant undertook a planning
assessment/scoping exercise that involved an analysis and
evaluation of conditions in the area, identification of key
planning and development issues, establishment of the
precise physical boundaries, and preparation of detailed
terms of reference to guide the preparation of the plan at a
later stage.
Planning Assessment/Scoping Exercise (Mayaro/Guayaguayare)
– The Urban Development Corporation of Trinidad and Tobago
Limited (UDeCOTT)
In-keeping with The National Physical Development Plan
(1984), a growth centre strategy was identified within a
framework of a larger national settlement strategy designed
to redress the economic and social imbalances existing
between the developed urban and underdeveloped rural areas,
and effect savings and efficiency in investment on
infrastructural works by concentrating growth at a few
selected points. The consultant provided an assessment of a
selected settlement which was limited to an analysis and
evaluation of the current conditions within the settlement,
identification of key planning and development issues,
establishment of physical study boundaries and preparation
of detailed terms of reference for a local area plan.
Environmental Impact Statement of the Cape Development
Project – Cape Development Limited (in association with
Environmental Solutions Limited, Jamaica)
The consultant prepared an EIS for submission to the Town
and Country Planning Division for The Cape Development
Limited. This company intended to carry out a land
development project at the Lagon Doux Estate, Mayaro, a
project that involved the establishment of a resort complex
including the development of up-market residential lots, a
golf course, and a hotel resort.
Environmental Impact Statement of the Atlantic Bay
Resort Development – Atlantic Bay Development Company (in
association with Environmental Solutions Limited, Jamaica)
The consultant prepared an EIS for submission to Town and
Country Planning Division for The Atlantic Bay Development
Company. This company sought to develop 162.5 hectares of
land for the establishment of a resort complex at the St.
Bernard Estate, Manzanilla-Mayaro Road, Mayaro.
National Parks and Watershed Management Project –
Watershed Areas: Development of Watershed Management Plans
and Related Studies – Trinidad and Tobago – The World Bank
The consultant developed a management plan and
implementation strategy for each of the watersheds –
Courland, Maraval and St. Anns/Port of Spain. This included
proposing a management plan for each
watershed/sub-watershed; developing an appropriate strategy
for institutional strengthening and human resource
development of the Watershed Management Unit, taking into
consideration inter-departmental links within the Ministry
of Agriculture and its collaboration with other governmental
and non-governmental agencies; and developing a research
programme geared at improving the management methods and
conservation techniques of the watersheds.
Environmental Data and Information Project:
Socio-Economics – Environmental Management Authority (EMA),
Trinidad and Tobago
The consultant provided data and information on the
socio-economic component of the Environmental Data and
Information Project for use by the EMA in environmental
management in Trinidad and Tobago. Consultancy services
included the identification, evaluation and synthesizing of
all existing socio-economic data and information in
environmental management in the country; and socio-economic
factors affecting environmental management, non-governmental
(NGO) and community-based (CBO) organisations which
contribute to management of the environment.
Environmental Data and Information Project: Land – EMA
The consultant provided data and information on land
resources for use by the EMA in environmental management in
Trinidad and Tobago.
Consultancy services included the identification,
evaluation and synthesizing of all existing data and
information on land use in environmental management in the
country in order to create a comprehensive and organised
database to assist in the delivery of programmes for
integrated environmental management in the delivery of the
National Environmental Information System (NEIS), as well as
socio-economic factors affecting environmental management,
non-governmental (NGO) and community-based (CBO)
organisations that contribute to management of the
environment.
National Parks and Watershed Management Project –

The consultant identified sub-watersheds in northwest
Trinidad and in Tobago for first priority intervention.
Socio-Economic Impact of the New Maracas Bay
